
The National Commission for Combating Trafficking in Human Beings was established by virtue of the Combating Trafficking in Human Beings Act. It determines and administers the implementation of the national policy and strategy in the area of combating trafficking in human beings. The National Commission under the Council of Ministers organises and coordinates the interaction between separate institutions and organisations executing the Combating Trafficking in Human Beings Act. It works to prevent trafficking in human beings and to protect, assist and reintegrate victims of trafficking.
The National Commission develops annually a National Programme for Prevention and Counteraction of Trafficking in Human Beings and Protection of the Victims, which is approved by the Council of Ministers. It researches, analyses and reports statistical data on human trafficking. It carries out information, awareness and education campaigns aimed at potential victims of trafficking. It manages and supervises the activities of the Local Commissions for Combating Trafficking in Human Beings and the centres for protection and support of victims of trafficking. It also contributes to international cooperation for prevention and counteraction of human trafficking.
Chairperson: Kalina Konstantinova - Deputy Prime Minister for Good Governance
Kalina Konstantinova studied at the French Language School in Sofia. She graduated with a double major in Economics and French Studies and a minor in International Relations at Bard College in New York, USA. She holds a Master’s Degree in Development Studies from the London School of Economics and Political Science (LSE) in London, UK. She teaches in the program for economic growth and development at the Center for Economic Strategies and Competitiveness at Sofia University, affiliated with Harvard University.
Kalina Konstantinova is a development economist, with a strong focus on entrepreneurship. Her experience in the private, public and non-profit sectors has been dedicated to supporting the development and competitiveness of small and medium-sized enterprises and start-ups in Bulgaria. Over the past two years she developed an innovative start-up in the field of information security, winner of multiple local and international awards.
Kalina Konstantinova was an adviser to Mr. Assen Vassilev, Minister of Economy, Energy and Tourism in the caretaker cabinet with Prime Minister Marin Raykov from March to May 2013.
Kalina Konstantinova was Deputy Minister of Economy to Mr. Kiril Petkov, Minister of Economy in the first caretaker cabinet with Prime Minister Stefan Yanev from 12 May 2021to 15 September 2021.
Member of Parliament (47th National Assembly), elected on the ticket of “We Continue the Change” in the 25th Multi-seat Constituency, Sofia.
Deputy Prime Minister for Good Governance in the cabinet elected by the 47th National Assembly on 13 December 2021.
