Transnational referral mechanism - South-Eastern Europe

 

 

The Bulgarian National Commission for Combating Trafficking in Human Beings, supported by a motion of the Ministry of Interior, is the major coordinator for Bulgaria for the ICMPD project on  Programme to Support the Development of Transnational Referral Mechanisms for Trafficked Persons in South-Eastern Europe (TRM-SEE) launched in 2007. The leading partners are USAID and the junior partners are MARRI and the Ministry of Interior of Bulgaria. The immediate objective of the project is the development of mechanisms necessary for comprehensive transnational victim support and institutionalized cooperation on transnational cases between participating countries from South-Eastern Europe – Albania, Bosnia-Herzegovina, Bulgaria, Croatia, FYROM, Moldova, Montenegro, Romania, Serbia and the UN-administered territory of Kosovo. Within the framework of the project Guidelines for the Transnational Referral Mechanism were elaborated.

 

 

A national seminar under the Programme to support the development of the Transnational Referral Mechanism for victims of trafficking in South-Eastern Europe was held on October 10, 2007 at the Hilton Hotel in Sofia. The seminar was attended by representatives of relevant ministries, state agencies, municipal administrations and non-governmental organizations. Each group worked on its specific standard operational procedures from the Manual on the Transnational Referral Mechanism.

 

Within the third phase of the project, 7 national trainings on the TRM Guidelines were carried out with representatives of the Ministry of Interior, Office of the Prosecution, judiciary system, social institutions, local administrations and non-governmental organizations. Within the fourth phase of the project, a study visit to France was carried out by the National Implementation Team of Bulgaria. A transnational workshop with the delegations of Romania, Moldova and Bulgaria was held in Varna.
