National Referral Mechanism

 

Project objectives: The overall objective of the project is to improve the access of victims of human trafficking to humanitarian programmes and service systems for protection and reintegration in Bulgaria.

 

This improvement is possible by the development of a National referral mechanism for victims of THB (NRM) which will guarantee the protection of their human rights.  The mechanism will provide victims with access to professional support and protection after their return in the country and during their reintegration process.

Time frame: April 2008 – March 2011

 

Short description of the activities:

 

I        Awareness raising, information and know how exchange regarding the development of NRM

1.1.    Awareness raising and exchange of good practices

          1.1.1.     Translating the OSCE/ODIHR Practical Handbook on NRM development

          1.1.2.     Publishing Electronic Bulletin

 

1.2.    Awareness raising of key law enforcement institutions

          1.2.1.     Field visits to the Netherlands

          1.2.2.     Training of Border police officers

                       

II       Cooperation, networking, communication

2. 1    A NRM Designed and Piloted

          2.1.1.     Research and Assessment of Potential Key Participants in the NRM

          2.1.2.     Preparing a draft NRM by a Multi-Institutional Group.

                        2.1.2.1. Training of the Work Group

                        2.1.2.2. Consultations by expert on NRM establishment

                        2.1.2.3. Monthly meetings and project proposal of the NRM

2.2.    Workshops with the main actors to be involved in the NRM

2.3.    Piloting of the NRM

2.4.    National conference for the signing a Memorandum of Understanding

2.5.    Round table (monitoring body) for evaluation of implementation and monitoring of the NRM

 

III     Capacity building of services and service providers

3.1     Establishment/creation of sustainable services for victims of trafficking as part of NRM

          3.1.1.     Provision of Services for Trafficked Persons in the Rehabilitation Centre

          3.1.2.     Capacity building of the existing minimum set of services for survivors of trafficking at the Rehabilitation Centre of Animus/La Strada.

3.2     Training & evaluation of specialists and provision of services from government and non-government service providers

3.2.1.     Evaluation of the main service providers (non-government and state) regarding their capacity to work with victims of trafficking

3.2.2.     Trainings to increase the professional skills and capacity for work with victims of trafficking

3.3                   Established methodology and (model) standards for assistance to trafficked persons

3.3.1.     Standards for work with victims of trafficking.

3.3.2.     Regulations for providing services for referral of victims of trafficking.

3.3.3.     Guidelines for service providers assisting trafficked persons
